[Breaking News] Former Yomiuri Giants manager Shinnosuke Abe referred to prosecutors on suspicion of assault

This is **not** news. After an arrest police have to refer cases to the prosecutors as it is the latter, not police, who make decisions of whether or not to actually bring formal charges and pursue the case into court. Based on the case in question this will almost certainly be dismissed without charges.
