A Japanese diplomat has warned that Pyongyang’s military cooperation with Moscow reaches beyond Europe, raising fresh concerns about the wider security order.
North Korea’s participation in Russia’s war against Ukraine is an obvious violation of international law. Pyongyang, like all other states supporting Moscow, must be held accountable. Japan’s Permanent Representative to the UN, Kazuyuki Yamazaki, made the statement during a debate in the UN General Assembly on September 1.

Any actions that directly or indirectly support Russia’s aggression are, in themselves, violations of international law. All states involved in this aggression must be held accountable.

Kazuyuki Yamazaki expressed deep concern over the continued involvement of North Korean troops in combat operations against Ukraine. He noted that military cooperation between Pyongyang and Moscow contradicts the UN Charter and UN Security Council resolutions.
According to him, such support not only violates international law but also poses a threat to peace and security in Europe, the Indo-Pacific region, and beyond.
Japan calls for increased support for Ukraine
Japan’s representative described Russia’s aggression as a gross violation of the foundations of the international order based on the rule of law. He called on the international community to continue supporting Ukraine in accordance with the will of its people.
The diplomat also emphasized the need to join efforts to achieve a ceasefire as soon as possible and establish a just and lasting peace.
Japan also plans to continue assisting Ukraine, uphold sanctions against Russia, and help restore and rebuild the Ukrainian state through public-private partnership mechanisms.
