These people are defined by NHK not as ‘debt collectors’ but as people who “explain the system, arrange contracts, or request payment”. You have no obligation to speak with them and they have no right to your private information, or to enter your property or to persist once you ask them to leave.

You can simply say “NHK no ken deshitara, hōmon de no taiō wa shimasen. Okaeri kudasai.” (I don’t deal with NHK matters by face-to-face visits, please leave) and after that “Kore ijō taiō shimasen. You don’t have to speak to them about contracts or whether or not you have equipment that can receive NHK and if you feel their visit is interfering with your life in any way the above simple reply is perfectly suitable.
