Washington, United States – The United States and China have discussed the possibility of establishing a direct bilateral communication channel that would allow both nations to exchange early warnings regarding serious incidents or emergencies involving artificial intelligence systems. This move comes amidst the rapid global expansion of military and civilian applications for these technologies.
In this context, US Secretary of State Marco Rubio stated that the idea remains in its early stages and has not gone beyond the level of a concept currently under study and discussion between the two sides. He also noted that it might not be ready for signing or official announcement in time for Chinese President Xi Jinping’s anticipated visit to the United States.
Rubio explained that addressing the artificial intelligence revolution requires a global approach and concerted international efforts. He noted that while this technology offers immense, unprecedented benefits, it simultaneously carries the potential for serious harm and significant risks. Furthermore, these discussions are taking place amidst vigorous efforts by major powers to establish regulatory frameworks and strict controls for artificial intelligence.
