Two men charged with woman’s rape in York city centre

Why does it seem like a lot of these attacks are random? I thought sexual assaults generally occur between parties known to each other. It appears that there are much more rapes/sexual assaults occurring in public places against a random person.

The punishment for rape will never be severe enough.
