The issue is a bunch of people claim their dog is a ‘service’ dog when there is no regulation around it (Karen with her emotional support chiwawa). Companies fear falling foul of equality regulations but also understandably don’t want dogs in food areas for hygiene reasons and because some customers are allergic. It means guide dogs which are highly trained unlike many ‘service’ dogs get barred from places they legally should be allowed.

They need to introduce a type of blue badge scheme otherwise people are just buying harnesses and self-declaring a need, which undermines respect for any scheme.
