A plane flew through during your long exposure, the navigation lights are strobes and where you see them in this image are the places where they flashed on briefly.
The red green lights are probably an airplane flying through your long exposure photo (the blinking lights would appear to look like dots like this).
Airforce or airport near you?
aside from that.. wow, wow, WOW.. Such a beautiful photo and it makes me pretty emotional. I love it
