This is highly unusual. In almost every case the top-ranked civil servant takes over as acting administrator of an agency for a few months until the political appointee (in this case Isaacman) is confirmed by the Senate.
Trump skipping over the normal designee and announcing a different person as acting seems to have caught the NASA by surprise, because even [his bio on NASA’s website](https://www.nasa.gov/people/james-free-2/) lists him as the current acting admin
