I hope they don’t put giant space penises on the moon like that, but NASA funds a shitload of pie in the sky project studies to see what is at all possible to start with. It doesn’t mean anything. They aren’t “backing” an attempt to do it. Doesn’t need a dramatic emphasis other than marketing.
How does this handle stuff like micrometeorites?
