The second attempt by MPs to constitute the Assembly of Kosovo has also been unsuccessful. Political representatives did not agree on how to proceed after the vote against the report of the Commission for the Verification of the Mandates of MPs. In the absence of consensus, the chairman postponed the constitutive session again to Saturday at 12:00

    The political representatives elected as deputies have once again failed to constitute the 9th legislature of the Assembly of Kosovo.

    The continuation of the constitutive session, which began on Tuesday, was interrupted without addressing any agenda items, due to a lack of coordination between parliamentary groups.

    Its resumption was scheduled for Saturday at 12:00.

    The chairman of the session, Avni Dehari, at the beginning informed the deputies of the letter of response from President Vjosa Osmani, whom she had asked about the steps that should be followed, after the vote against the report of the Committee for the verification of the mandates of deputies.

    “The letter that we received provided clarifications in one aspect but did not provide a final solution and asks us, the deputies, to find a solution so as not to block the functioning of the Assembly. For this reason, I need to call the leaders of the political parties to a room to consult so that we do not commit any procedural, legal or constitutional violations,” he said.

    Political representatives went to the meeting, but the parties hitherto in the opposition refused to discuss and left the meeting with the excuse that the chairman does not have the mandate to call them for consultations.

    “He does not have such a mandate to hold such consultations and we left the meeting,” said LDK MP Hykmete Bajrami.

    The Rules of Procedure of the Assembly provide that there can be no debate in the constitutive session.

    LVV representatives said that this was also the reason why the chairman invited the parties for consultations outside the session and they see the opposition of political parties to participate as unfounded.

    MP Time Kadrijaj said that AAK did not agree with the steps proposed by the chairman to get out of the situation.

    “The chairman requested the formation of another ad-hoc commission, which we opposed because it was an ad-hoc commission. The ad-hoc commission has completed its work and the report of the ad-hoc commission was voted on by a majority of votes, it was brought to the Assembly of Kosovo. Today we had to continue where we left off. They are right, that is what had to be done,” declared Kadrijaj.

    “We cannot proceed with the swearing-in of the deputies since we have a decision of the Assembly that has not verified the mandates of the deputies of the Assembly of the Republic of Kosovo,” said Albulena Haxhiu, acting Minister of Justice.

    After this, the political parties returned to the session.

    The chairman announced the incompatibility between the parliamentary groups, for which he said the session could not continue.

    “I thank the party representatives who came to the consultation, there were representatives who left the meeting. The session will continue within 48 hours with the hope that by then there will be agreement,” said Dehari.

    The next session was scheduled in accordance with the Rules of Procedure, which do not allow its interruption for more than 48 hours.
