The leader of the Vetëvendosje Movement, Albin Kurti, has invited the leaders of the PDK, Memli Krasniqi, and the LDK, Lumir Abdixhiku, to a joint meeting on Thursday. Through letters sent to them, Kurti said that the meeting has a consultative purpose on the constitution of the Parliament. Krasniqi has confirmed his readiness for the meeting, and the LDK has responded negatively to the invitation. Kurti’s call for the meeting comes a few hours after the German ambassador to Pristina, Jorn Rohde, expressed to the president of Kosovo his growing concern with the delays in the formation of new institutions in Kosovo.

    The leader of the Democratic Party of Kosovo (PDK), Memli Krasniqi, has announced that he will attend the meeting called by the leader of the Vetëvendosje Movement, Albin Kurti, for consultations on the constitution of the Assembly.

    Kurti has invited the leader of the Democratic Party (PDK), Memli Krasniqi, and the leader of the Democratic League (LDK), Lumir Abdixhiku, to a meeting. Kurti has called the joint meeting for Thursday, at 8:30, shortly before the next constitutive session is scheduled to resume. 

    “Deeply believing that the Republic of Kosovo urgently needs an institutional unblocking and the restoration of the regular functioning of the highest legislative institution, as well as to pave the way for the constitutional deadlines for the establishment of the Government, I will respond positively to this invitation for a meeting,” Krasniqi wrote on Facebook.

    Krasniqi said that he encourages Kurti to reflect on the situation created and find a candidate, as he said, suitable for Speaker of the Parliament. 

    “In this spirit, I encourage Mr. Kurti to reflect responsibly on the current situation and to show sincere willingness to enable the formation of new institutions, so that Kosovo can have a legitimate and functional Assembly and Government as soon as possible. In this context, finding a suitable candidate, who enjoys the support of the majority of MPs, would be an important step forward,” the PDK leader wrote.

    He further stated that there is nothing to discuss regarding the issue of the deputy speakers of the Assembly, as this, according to him, is a right guaranteed by the Constitution and clearly defined.

    “The Democratic Party of Kosovo, as always, will continue to behave with institutional responsibility and seriousness, in accordance with the state and civic interest. We will make all the detailed positions of the PDK public tomorrow, during and after the meeting, through a press conference,” Krasniqi wrote. 

    In addition to Krasniqi, Kurti has also invited the leader of the LDK, Lumir Abdixhiku. In the letter that Kurti addressed to Abdixhiku, similar to Krasniqi, it is stated that the purpose of the consultation is the constitution of the Assembly, the election of the president and vice-presidents. 

    “Based on the Constitution, three vice-presidents will be from the three parties that won the most seats, therefore I invite you to a joint meeting with Mr. Memli Krasniqi, the President of the PDK, in room N-204 of the Assembly of the Republic of Kosovo, tomorrow (Thursday), May 1, 2025, at 8:30 am,” reads this letter, a copy of which was provided by KOHA. 

    But, unlike PDK, LDK representatives have refused the meeting. This party’s MP, Hykmete Bajrami, told KHOHA that the position of deputy speaker belonging to LDK is not subject to discussion with any political party. 
    “However, neither President Abdixhiku nor anyone from the Democratic League of Kosovo will participate in this meeting. The position of Deputy Speaker of the Assembly, which belongs to the Democratic League of Kosovo, is based on the election result and is not subject to discussion with any other party. Moreover, the Deputy Speakers are voted in packages by the Assembly, according to the practice so far. While the election of the Speaker of the Assembly is a matter of political agreement between the parties that aim to create a majority and the Democratic League of Kosovo has already made it clear that it is not interested in such an agreement,” said Bajrami. 

    But there is a voice in the LDK that sees meetings aimed at overcoming crises as a democratic value. Valon Murtezaj, a member of the General Council of the Democratic League of Kosovo, has called on the LDK leadership to respond positively to the invitation of the leader of Vetëvendosje, Albin Kurti, for a meeting. 

    “In politics, and in crisis situations, when the Republic of Kosovo does not have an active Assembly, nor an active Government, participation in the discussion table, without entering into any kind of prejudice, is a democratic value and leadership. Kosovo is a new state and it is essential that dialogue between the different parties avoids deepening crises,” he wrote on Facebook.

    Murtezaj further added that participation in discussion tables is not a weakness, on the contrary, it promotes democratic values ​​and helps build a consensus on complex and important issues for Kosovo.

    Kurti’s call for a meeting comes hours after Germany’s ambassador to Pristina, Jorn Rohde, said he had expressed to Kosovo’s president, Vjosa Osmani, his growing concern over the delays in forming new institutions in Kosovo. In a reaction on the Bluesky social network, Rohde said that political parties in Kosovo must act quickly to form institutions and must put state interests before party interests.

    “In today’s rapidly changing global landscape, swift action is imperative and matters of state must always come before party politics,” Rohde wrote.

    On Tuesday, after the failure for the sixth time to vote for the LVV candidate, Albulena Haxhiu, for the position of Speaker of Parliament, the party’s MP, Hekuran Murati, proposed that the voting for the Speaker and Deputy Speakers of the Assembly be done in batches.

    However, the Constitution stipulates that the Speaker of the Assembly and the Deputy Speakers are elected separately.

    On Thursday, at 10:00, the Assembly will make its ninth attempt at constitution.
