Not for much longer… Unless congress comes through.
This is a $135M program. It says on page 1 of the summary that NASA reserves the right to make *NO* awards, and that it is contingent on appropriation of funds.
Honestly good for them at this point that they even released the announcement. It includes elements that are specifically and officially targeted at minority-serving institutions. I didn’t expect to see it come out
