We are residents of Road to Qatija, Birżebbugaand we’re deeply concerned about the recent decision by the Planning Authority to allow development on the site of the former Enemalta LPG plant.
Despite being originally ODZ (Outside Development Zone)the area was rezoned under Planning Control Application PC/00022/23 to allow limited development – with strict height limits and conditions.
However, the developer is now already trying to go around these limits by changing Block A into a retirement home (Class 2A) through a separate application PA/06627/23aiming to increase building height beyond what was approved.
This could set a dangerous precedent for future developments in sensitive areas.
We believe this is unfair, unsustainable, and incompatible with the needs of our communitywhich is already facing traffic, infrastructure, and public space pressures.
If you agree, please send an objection to the Planning Authority. It only takes 2 minutes.
- We’ve prepared a template letter you can copy/paste or modify: Click here for the letter template
- Email your objection to: [representations@pa.org.mt]()
- Deadline: The sooner the better, but deadline is 13 June
We’re also seeking legal advice on whether there’s any possibility to appeal the original PC/00022/23 rezoning decision through the Environment and Planning Review Tribunal – if you have any expertise or contacts who can help, please get in touch.
