I would have thought that the purchase of luxury goods in Georgia would only help the country. And presumably any rich Russian would have other ways to pay.
However, I can absolutely understand that you don’t want Russians pushing up the price of property, or goods that are more essential to life.

It’s funny that if you have Russian diplomatic passport or work for international organization (UN like) you are excluded from the 4th sanction package.
For the reference knowing the size of Russian foreign mission and that central govt apparatus and their families have access to diplomatic passports. Tens of thousands of them are excluded.

I think Georgia is too VAT dependent for this to be a good idea. Plenty of European luxury goods are still making their way to Moscow or Russian homes abroad, why hurt Tbilisi’s coffers? It’s better the russian oligarchs blow their bucks on fun euro stuff rather than investing in Russia or China
