What was released on May 2nd was the skinny, un-detailed budget request from the White House. What we’re supposed to see today is the full, detailed budget request to Congress.
Now what’s going to happen is that Congress is either going to modify it, or throw it out, or use it as is. We’ll have a definitive answer with what Congress is going to do in a few months.

One thing is certain – it will not be the final budget Congress approves. It probably will not look anything like that final budget.
