    The conducted research by the “Rule of Law Center” showed that:

    – The state subjected rally participants, as well as journalists, to systemic violence, ill-treatment, torture, and disproportionate use of force;

    – The commission of crimes by law enforcement officers was coordinated and systemic;

    – The state did not conduct an effective investigation either against rank-and-file law enforcement officers or their superiors. Not a single law enforcement officer was punished;

    – Each year, the state becomes more lenient toward law enforcement officers who violate the law and commit crimes;

    – In 2024, no law enforcement officer was punished for crimes committed while on duty;

    – The rate of disciplinary punishment of police officers also decreased. In 2024, this figure reached a historic low in the past 10 years;

    – Meanwhile, the state pursued a repressive policy against rally participants;

    – The state actively used the harshest administrative and criminal prosecution mechanisms against rally participants;

    – Administrative and criminal cases against rally participants were conducted with substantial violations of the law;

    – Law enforcement agencies played a decisive role in this process. They were completely subordinated to the ruling party and acted as unconditional enforcers of its political orders.
