This is a waste of parliamentary time, there is no one to enforce these new rules.

As a professional dog walker, this is great news. I am all for the tightnening of wellfare around dogs. Dog ownership is a priviledge and should be treated as such. If you can’t control your dog and becoming a danger to society, you shouldn’t be allowed to own, let your dog off lead and/or without a muzzle depending on the offense.

As someone who’s scared of dogs (bitten twice by random dogs as a kid) I can’t even go out for walks any more in the countryside without having some random dog sprinting up to me, and a few seconds later the owner shouting out “don’t worry he’s friendly 🤪”, as I’m now covered in muddy paw prints from it jumping at me.
I don’t give a shit if it’s friendly or not, stop letting your dog run up to random people.
I wish dog owners like this could be fined, but I don’t see how it can be implemented.

In principle, that’s fine. In practice, I doubt it’s going to be enforced any more than littering/not picking up after your dog is.

Good. About bloody time. I love dogs, and letting owners be irresponsible by not training & supervising them properly harms both the dogs and other innocent animals & passers by. I’ve known dogs, animals and vulnerable humans to be terrified & seriously injured by out of control dogs in circumstances where it was extremely difficult to bring any consequences to bear.
