This (admittedly pro-Ukraine American) analyst argues that Russia knew there wouldn’t be an aggressive response from NATO, and the aim is not to destroy targets or probe defences, but rather to make the populations of NATO countries scared of attacks on their own territory. The goal is to redirect anti air defences from going to Ukraine to protecting NATO airspace where they won’t really be used or needed, and thus reducing defences in Ukraine.

    1. Too much of the “pro-Ukraine” side in 2025 will hyperfocus on “saving” Ukraine, even if it means escalating beyond all reason or undermine other countries’ security or economic well-being. So, I don’t completely trust those voices.       Of course there would not be an aggressive response to a couple of decoys held with ducktape, considering it would really lead to an escalation. Interesting take though, are NATO air defense units that scarce?
