Hopefully after the first block 3 proves that it has cured all the glitches the early block 2s had and not introduced any new ones… maybe a closer to stable orbit ending with a soft landing off the coast of California…

Well… Ya… I think it’s far far far too early to be “soon” allowing Starship to fly over populated land areas!
Note: I think they’re going to get it right with Starship, and hopefully it will become the single most amazing and cheapest launch vehicle to get humanity into outer space.
But… for now… In this immediate moment, we are no-where close to just blindly giving the green light for SpaceX to fly this highly complex evolving prototype above a large amount of human heads…
Right?!
Again, the time will come. But I just don’t think that time should be “soon”, for now.
