It’s weird.
What’s the implication? Women can’t run, but young girls can. At what age do they think girls should stop running, apparently over 12, which is around the time puberty begins.
It gives some insight on the organisers’ views of womenhood and gender expectations.

I’m going to be honest but I’m not sure I see any real issue here.
I know what people are getting at with why is it only men and girls under 11/12, but if this was a daddies/male carer and child race at a school sports day it would be the same adult men and young children, of which a decent proportion would be girls.
I think there are many aspects of Islam, and other religions, that are worthy of criticism, but I feel like people are trying to make a mountain out of a molehill with this one.

This tells you what the organisers think of women, as they are clearly not considered individuals in this statement.
