They are basically asking, why do you not register yourself as your primary residence in the town where you are / want to be a Wochenaufenthalter.
”Schriften deponieren” basically means having your primary registration.
This is something most Gemeinden don’t do anymore. Back in the wheeee times You had your Bürgerbrief in the Gemeinde in wich you live. When you move from one place to the other you had to take your Bürgerbrief from one to the other. Most Gemeinden don’t need it anymore. You can do it if you want, but it’s more of a relique from the past.
