Why were they investigating things that aren’t crimes in the first place? Yes I know it’s for data collection, but what a waste of time when shoplifting and bike theft is essentially decriminalised.

Good. Non-crime incidents are something to investigate if you have more than enough resources to fully investigate all the actual crimes in the area.

Doesn’t really make sense. They say they will “focus on matters that meet the threshold for criminal investigations”. But the article says Graham Linehan was arrested on suspicion of inciting violence. Which surely would meet the threshold for a criminal investigation?
