On the other hand, hotels in central London are often more expensive that hotels in central areas in Norwegian cities, and breakfast is not included.

I go out in oslo quite frequently. I would argue that avg prices in oslo (unless you target cheaper places specifically) is around 150nok or £11.13 respectively. Go to a festival or any event and it will be closer to 200nok/£14.84.
I’ve stopped looking at what they cost and immediately go into fetal position the day after and also weep when i check my bank account.

If you pay for beer outside in norway it usually cost 120 kr. But there is places that sell it for 40-60 kr. Also if you pay in a food store its Even cheaper. Around 37 kr.
