The cost is higher because you cannot simply register a car with a Y-plate whenever you please, can only be first registration on a brand new car. Couple that with the waiting times for new cars.
So the only way to start working in the industry with your own car (after getting the TAG) is either to buy a second-hand vehicle that is already with a a Y-plate or order a new vehicle.
Having said that, 11K for that particular car is quite outrageous indeed. But I wouldn’t be surprised if he still finds a buyer.

Same reason why an office with a class 4A permit (commercial uses) is priced higher than a regular garage.
