Long shot but maybe the person whos missing his license plate will see it. Can be found under Saalsporthalle train station.

Last lost license plate i found, i brought to the police.

I looked up the license plate here but there were no results https://eautoindex.ch/
If you can reach it try and throw it into the next post box. Chances are that the post will deliver it to the Strassenverkehrsamt.
So many people here saying to bring it to the police but I would have brought it to the Strassenverkehrsamt.
