We are now paying for day to day maintenance with long term bonds these holes are now going to be paid for by our kids kids by which time they will have been patched and repatched many times over

The epidemic of potholes is caused by a lack of routine maintenance, mainly to do with making sure drains are cleared and surface damage quickly repaired to keep the subbase from becoming waterlogged and introducing voids.
Fixing the potholes without addressing the damaged subbase is just burning the cash, the potholes will be back within a couple of years.
