Very first step is to use like Duolingo. To break the ice, and to get into a habit of daily practice.

No one can agree on what to do after that though. But one thing that supposedly works, is using a program like Anki for flashcards. But that is super boring.

After a while you can do immersion learning. Essentially just listen to Norwegian, like movies. you’ll at first not understand much, but you will learn grammar and vocabulary over time that way. And then talk, write, read, whatever.
