We revealed that the Istanbul National Real Estate Movable and Liquidation Branch Manager of the Ministry of Environment, Urbanization and Climate Change, Müzeyyen Yazıcı, embezzled the items confiscated at customs by selling them. The arrest of Müzeyyen Yazıcı, the aunt of Deputy Minister of Justice Mehmet Yılmaz, on October 2, 2025, and the investigation were carefully hidden from the public.

Environment, Urbanization and Climate Change Istanbul Deputy Provincial Director Müzeyyen Yazıcı, who is the aunt of Deputy Minister of Justice Mehmet Yılmaz, and her son Ahmet Yazıcı were arrested for allegedly making unfair profits by illegally selling items confiscated at customs.

We have reached new information about the big robbery of Müzeyyen Yazıcı and her son Ahmet Yazıcı. The profiteering system worth millions of lira extends to AKP municipalities. The details of the highlight are as follows:

Müzeyyen Yazıcı, who graduated from AKP’s political academy and ran for Niğde Ulukışla Mayor from AKP in the 2014 local elections, worked at IETT General Directorate for many years. After Ekrem İmamoğlu won the Istanbul Metropolitan Municipality, he moved to the Istanbul Provincial Directorate of Environment, Urbanization and Climate Change. He rose to the rank of Deputy Director. He was responsible for the same. 3 years ago, he became the Movable Property and Liquidation Branch Manager at the National Real Estate Istanbul Provincial Directorate of the Ministry.

CRITICAL PHASE

This is a critical section in the storage and destruction of goods seized at customs. With the change in regulations in 2017, products such as smuggled or imitation textiles, watches, shoes, glasses, perfumes, motor oil, fuel oil and detergents caught at customs began to be delivered to the Istanbul Provincial Directorate of Environment and Urbanization Directorate of Authenticity. From there, it was sent to the National Real Estate units affiliated with the Ministry and destroyed. The Istanbul Provincial Directorate of Environment, Urbanization and Climate Change previously designated trustee warehouses and stored the goods there. However, later a large warehouse was established in Tuzla Leather Industrial Zone. Tons of goods seized at customs were brought here. Normally, after the court issues a destruction order, these goods are destroyed under the supervision of the officers in the warehouse, the lawyers of the owner of the seized goods and other officials, and a report is prepared. A change was made to the law later. According to this change; available furniture and goods can be given to municipalities to help those in need.

Allegedly; Müzeyyen Yazıcı carefully found the vulnerabilities of the system. He used two methods.

First; The items shown as destroyed in the report were taken out of warehouses and sold. He had to assemble a team for this. He recruited people who were supposed to work for the public within the scope of Probation and placed them in the warehouse. He chose the people to smuggle the items from among those with criminal records. In the warehouse, there were truckloads of items such as bags, glasses, perfumes, shoes and watches, which were imitations of luxury brands. Müzeyyen Yazıcı and her accomplices were entering and exiting the warehouse many times with different vehicles and smuggling contraband goods in garbage bags and bags. In fact, Müzeyyen Yazıcı was using his own tools for this. Some of these goods were sold to people they agreed with. Some of them are; It was resold to people whose property was confiscated.

THEY WERE FOLLOWED

The second method was the unconscionability of presenting it as aid to those in need. The law paved the way for confiscated items to be given to municipalities and distributed by municipalities to those in need. Müzeyyen Yazıcı prepared a report stating that the confiscated items were delivered to AKP municipalities. In this way, he was making a mass exit of the goods. If 100 items of goods were delivered to the municipality, a thousand items were sold.

Müzeyyen Yazıcı expanded the business over time. He had his son Ahmet Yazıcı, who was working as a civil servant in the AKP Dilovası Municipality, open a large warehouse in Gebze, Kocaeli. He had the smuggled and counterfeit goods seized by customs transported to his son’s warehouse. From there, he embezzled the money by selling smuggled, counterfeit products to people who would put them on the market.

This scheme was noticed 8 months ago and an investigation was launched by the Istanbul Provincial Gendarmerie Command. The warehouse in Tuzla, Müzeyyen Yazıcı, her son Ahmet Yazıcı, the officers working in the warehouse, and those employed under probation were technically and physically monitored. All of their phones were tapped.

Müzeyyen Yazıcı and some warehouse employees were followed after leaving the warehouse. For example; As a result of the tracking carried out on May 13-14, 2025, it was determined that the goods were transported to an address in Kartal. It was raided at this address during the operation. During the search, many wristwatches, women’s bags, t-shirts, headphones, detectors and hard disks that should have been destroyed were seized. On March 18, 2025, the goods were taken to an auto accessory shop in Pendik. During the raid here, a large number of glasses, glasses cases and hookah tobacco were seized.

A shipment of a person named Ayhan Göl, who used to work as a clerk in the warehouse, on May 7, 2025, was also followed by the gendarmerie. During the search at the workplace where he left the goods in Ümraniye, many items such as cartridges, watch boxes, phone cases, car stereos, boxers, belts, headphones, women’s underwear, wrist watches, knives, shoes and compressors were seized.

Throughout the investigation, many findings were made on this issue. Istanbul Provincial Gendarmerie Command pressed the button for the operation on September 30, 2025. 14 people, including Müzeyyen Yazıcı, her son Ahmet Yazıcı, two officers working at the warehouse of the Istanbul Provincial Directorate of Environment, Urbanization and Climate Change in Tuzla, warehouse workers and people who purchased the products, were detained. On October 2, 2025, the Anatolian Courthouse Criminal Court of Peace arrested 9 people, including Müzeyyen Yazıcı, Ahmet Yazıcı and two officers. 6 suspects were released with a judicial control order. The suspects were accused of ‘establishing an organization for the purpose of committing a crime, qualified embezzlement, accepting and selling criminal property’.

A SEARCH WAS DONE AT HIS HOME

A search was also carried out at Müzeyyen Yazıcı’s house. A large number of fake luxury watches, fake luxury bags and other products were also found in this house. Other warehouse officers whose statements were taken also said that Müzeyyen Yazıcı came to the warehouse and took the products she wanted into her car.

The biggest arrest in the operation was made in the warehouse that Müzeyyen Yazıcı had his son Ahmet Yazıcı open. Trucks full of items that appeared to have been destroyed were found in the warehouse in Gebze, Kocaeli. During the investigation, it was determined that Müzeyyen Yazıcı and Ahmet Yazıcı put the criminal items on the market in Gebze through the Syrian suspect Omar Baroudji. Investigation number on the criminal items seized in the warehouse, seizure There was even the name of the law enforcement officers who carried out the operation. The majority of these items appeared to have been delivered to AKP municipalities to be given to those in need, according to the minutes. However, the investigation has not yet extended to the AKP municipalities, which appear to have received these goods with false reports and are alleged to have played a role in the heist.

In their statements, two officers working at the warehouse said; He claimed that they followed the instructions of their manager, Müzeyyen Yazıcı, and that they were not aware that these products were being sold. There was no determination that these officers took goods from the warehouse and sold them. According to the statements of these officers; Müzeyyen Yazıcı was telling them that these goods were given to the municipalities. They were loading these items into vehicles that were said to come from the municipality. These officers defended themselves by saying, “We thought that the goods were distributed to those in need by the municipalities. Müzeyyen Yazıcı was telling us that the Deputy Provincial Director was aware of these transactions.”

HE REJECTED THE ACCUSES

Müzeyyen Yazıcı and Ahmet Yazıcı did not accept the accusations in their statements. Ahmet Yazıcı transferred to the staff of Istanbul Bayrampaşa Municipality from Dilovası Municipality. They claimed that they gave the items to the municipalities.

However, the arrest warrant stated:

“He served as the Manager of the Movable Property and Liquidation Branch, showed the products for which the confiscation order was given as if they were destroyed, took them out of the warehouse illegally, stocked them in the warehouse belonging to the suspect Ahmet Yazıcı and put them on the market from there, and as a result of the judicial search, the incriminating items were detected in his residence…”

Müzeyyen Yazıcı gave a very critical statement during her interrogation at the Criminal Court of Peace and said, “I gave the products I received to social affairs within the AK Party organization. These were sent to the municipalities through official correspondence.” The fact that the goods seized by the state were given to the AK Party organization indicates another big scandal.

Mehmet Yılmaz claimed that he had not seen his aunt, Müzeyyen Yazıcı, for 30 years and that he had told her to “do what was necessary” regarding this investigation.
