HDZ is planning something apocalypticly bad for us. Here is the c/p address of the Croatian Chamber of Architects:
The Association of Croatian Architects, Associations of Architects and the Croatian Chamber of Architects addressed the representatives of the Croatian Parliament, prefects, mayors and mayors regarding the proposal of the new Spatial Planning Act.
The following stand out as the main shortcomings that we expertly assess could cause serious spatial, social and financial damage to municipalities, cities, counties and the Republic of Croatia:
1. Weakening of the competence of local and regional self-government in planning their space – key decisions on spatial planning are taken away from counties, cities and municipalities, which is contrary to the provisions of the Constitution of the Republic of Croatia, European acquis and professional foundations
2. Construction contrary to the spatial plan and without a democratic procedure – areas for solar power plants and affordable housing can be built directly on the basis of the Law, even when it is against the spatial plan, which excludes the local community from the decision-making process about its own space
3. Cancellation of all spatial plans within 5 years – all valid ones as well as those currently under construction are cancelled, including all “new generation” plans on which more than 17 million euros of public funds were spent last year and this year
4. The emergence of a legal vacuum and spatial chaos – it is expertly assessed that it is unrealistic to re-enact more than 3,500 spatial plans in the Republic of Croatia within 5 years: according to this proposal of the Law, we are left without valid spatial plans
5. Degradation of our cities and settlements – urban planning is being abolished and devalued, and thus the Croatian urban tradition, which for decades ensured space planning for schools, kindergartens, parks, streets and other public facilities

Što se točno misli pod “prostorni plan”? Jel to podraumijeva i npr. zagrebački GUP?

Jedino je ovo planski u drzavi.
Glavno da se ide na doceke i koncerte. Glupljeg naroda nema na kugli zemaljskoj
Nitko nikada: Moj ćaća doli se guši od divlje gradnje.
Malo mi je smiješno što država ovim zakonom želi natjerati JLS da brže izrađuju prostorne planove užeg i šireg područja, a u isto vrijeme država od 2018. pa do dana današnjeg nije još izradila prostorni plan državnog razvoja (za koji je donijela odluku da će izraditi)
Postavlja se pitanje zašto nam uopće treba 3500 prostornih planova?
Kao arhitekt mogu reći da po tom pitanju vlada teški kaos, planovi su puni dvosmislenosti, loše pisani neke je gotovo nemoguće pronaći, za neke su izdane 6. izmjene i dopune bez pročišćenog teksta pa ih treba sklapati ko pismo otmičara.
Zato općina od 2000 stanovnika mora imati svoj prostorni plan?
U svakom slučaju tebe ih standardizirati, digitalizirati i pojednostaviti neznam jel ovaj zakon pravi korak ali tesko da može gore od ovoga sad.
