The measure, created to encourage the participation of citizens, local authorities and businesses in the transition, has in many cases been the point of reference for industrial and employment choices. In the last two years, companies and technical firms have hired staff, trained technicians and built departments dedicated to CER starting from a regulatory framework that, although complex, appeared stable. The sudden cut now puts industrial plans and jobs at risk, transforming strategic investments into sunk costs. The government claims that these are necessary adjustments to comply with European constraints and speaks of “exogenous factors” that would have justified the choice; however the bill falls on businesses and territories. With 772.5 million euros already requested (data updated at the end of November) and a total budget of 795.5 million, the margin to finance projects already evaluated is almost non-existent.
