The Minister of the Environment announced at the end of November 2025 that, following a recently approved report, the authorities identified more than 4,000 illegal constructions — from modest cabins, to apartments, blocks or hotels — erected on land that belonged, by law, to the coastal public domain of the state.

The report shows that out of the 2,131 buildings/lands checked in the coastal administrative-territorial units, approximately 1,033 buildings had been registered as private property, although they should have been part of the public domain of the state.

On 900 of these “privatized” lands, the 4,000+ illegal buildings were built. 4000 plots of land given by PSD to the sea recovered by the Minister of the Environment Buzoianu!

That’s why she is attacked continuously!

Minister Buzoianu explained how it got here: for decades, the competent institutions — such as Romanian Waters — did not do the necessary registrations / tabulations. Some local councils have passed decisions by which coastal land has passed into the ownership of UATs, then later into private ownership, after which they have been sold. From the point of view of the law, such changes should not have been made without a Government decision, which did not happen.

The result: a veritable “Wild West” of real estate — beaches and waterfronts turned into private plots, with constructions erected without permits, without PUZs and without compliance with coastal zone legislation.

As a result, the authorities — at the initiative of the Minister of the Environment — started proceedings to claim these lands in court: the buildings that ended up in private ownership, but which are by right part of the public domain, are to be returned to the state. In parallel, a process of clear delimitation of the coastal area was initiated: identification of the cliff, the beach line, updating the cadastre, amending the beach law.

Diana Buzoianu warned that, if this situation remained undisturbed, the Romanian coast risked being completely privatized — with serious consequences for free access to the sea, the environment, tourism and public heritage.

This operation of the minister is not (so far) based on a clear public accusation of “scam” – at least not a verified one – but rather highlighting a long line of errors, institutional complicity and systematic illegalities, tolerated or ignored for decades.

That’s why we can’t say that “4000 lands given away by PSD” were — at least officially — “recovered”. But we can say that:

a public and official inventory of abuses / illegalities was made.

steps have been taken to return to legality and reclaim the public domain.

the measures are supported by state institutions, under the coordination of the Minister of the Environment, with the aim of protecting the coastline, public access to the beach and common heritage.

  1. Nu prea mai conteaza acum ca e atacata sau daca chiar zboara din guvern. Asta sunt date oficiale si deja o buna parte au fost demolate. Efectele sunt ireversibile indiferent cine ajunge la minister.
