She reported it as stolen which, to be fair, it pretty much was.

That there is the end of her involvement. She no longer owns, or has legal title to the car as it belongs to the insurance company.
Sucks to be in the middle of it though
‘Sheffield Parking Services blamed staffing issues and changes in processes’….
If only those 2 things weren’t entirely within their responsibility.
