      Caught?

      They made a documented decision, discussed in an open forum, twice.  They were not caught.  There was a conflicting policy, and the court says they should not have made the decision they did.

      I am really losing respect for anybody misrepresenting this as some kind of high level corruption.

      I would love to know who is married to whom, or who is married to whom between the PA and the developers.
