I live in Australia and have just received this in the mail after training Spain at this time with a hire car. Is it legitimate or a scam?
What would happen if I was to not pay it?

If you don’t pay they’ll probably hand this over to a collection agency, which will try to get the payment from you, threatening the addition of interests, report you to a credit bureau, or take legal action.
