They are probably just doing a barge commander course / qualification, the tricon at the back makes me suspect they are a platform for some clearance divers.
We used to do the same thing in the army as Combat Engineers, mostly on the George’s river and botany, but occasionally in Sydney harbor. We would erect a floating support bridge and strap a tug boat or two to the rear to create a barge landing platform. It was a lot of fun and practical training, especially when transporting vehicles.

Former Navy here, it’s called a Mexifloat. Usually off of HMAS Choules. They use it for landing heavier items ashore than the normal landing craft can carry. Also very modular so you can adjust the size as needed. Most likely they’ve done maintenance on it and are just making sure it works by taking it for a drive
