I think it is grinding the top and edges of the tracks to remove chips and defects.
Grinding the rails to keep them smooth.
seems very rude to do this at 1am, looks awesome tho

It re profiles the track, essentially the wheels are softer than the tracks, so they build it up. Then they need for grind it down.
