My brother works for the police in an EU member state, and a few years ago the Ministry of the Internal Affairs sold a batch of police motorcycles. While on patrol, he noticed a guy riding a motorcycle equipped with a flashing light and police markings. He stopped him to check him out, and the guy presented him with a bill of sale, registered a few hours earlier, proving that he had bought the motorcycle from the Ministry of the Internal Affairs. They delivered the motorcycle with all the existing equipment.
