Because the money is not invested back into the country.
In the biometric one they don’t. Probably it was some quality control or sort of back then.
In theory – to investigate cases of fake passports
Like there are not that many people who actually sign them, authorised or unauthorized.
But I don’t know if that’s really something that helps
