I doubt this will move much beyond the building of some prototypes, wonder what or who made them suggest the 2028 date, they know they can’t meet it and the estimated cost is laughable

I’ve heard every US president in my lifetime (since Reagan) talk about how we’re going to send manned missions back to the moon or to Mars. It’s never happened. Granted the rovers were a great idea and have given us so much new insight.
I’ll believe we’re making a moon base when I see the components touchdown on the surface of the moon.
