Militarily the EU should first and foremost build out a common command structure with a few sub structures that could act more independently in an operational sense. One central org for procurement and contracting purposes that standardizes common use equipment (drones, fighters, software, intelligence and recon, comms, etc.) would be amazing. The expertese is already there to get this done it’s just that at this moment in time it’s all scattered and highly dependent on NATO (i.e. USA) command structures.

So the rest of the top politicians will have to find a way to deal with it and react.

If Sanchez would actually believe in what he says, and not just make feel good statements for PR, he would push for Spain catching up in military spending to Germany, Poland, France, and others, as the national armies will ultimately be the foundation of any EU army.
However, he really wants others to foot the bill of the initial prep (and thus bear the financial risk) while claiming the moral high ground of having *talked* about it.
Sanchez is symbolic of our weakness. Lots of good talk, little willingness to take action, especially under financial risk.
EU Army is already being prepared, and it’s France, Germany, Poland, Netherlands and the Scandis we should thank for.

The most realistic and efficient structure, in my opinion, would be the creation of a European Deterrence Force of 200.000 soldiers specialised in rapid deployment. In this scenario, every European (or EU) country would permanently have to commit roughly 10% of its personnel to such an initiative. Give it a very clear mission, its own military intelligence service (focused on Europe’s territorial integrity), an integrated Air Defence Network, and built a few modern large new dedicated European Deterrence Bases bases all over Europe and the Russians (or MAGA) will think twice about trying anything.
