Check if you can squeeze or turn the metal part that connects window panes.
You don’t, it’s not for unlocking
Just pull up the bit that’s upright in the second image
The eye bolt of the outer frame is held on the slider in the inner frame with a latch that can be released by lifting it upwards. Look closely so you figure out what the movable latch part is. It may be quite stiff so it may require some force. It may be easier to knock it with something from below than trying to pull it upwards. A squirt of WD40 or similar may help releasing it.
Nobody knows, one of the mysteries of this country.
