It’s a diaper changing room. I’m not sure what the image is supposed to represent. I guess it’s supposed to be a joke but I don’t get it. Not sure why the baby is floating but it doesn’t look like it’s under water to me.

A full diaper can weigh your baby down. Please change your child’s diaper regularly so they don’t feel slowed down, like they have a stone tied to them.

You could change your baby’s diaper/clothes in there. “Wickelräume” are meant for that.
