    1. These are fixed-position OBU scanners for the Viapass tax levied on freight traffic using highways and select regional/provincial roads.     2. If they have ports, like the one you have posted, they are from Satellic / Viapass for the kilometer road toll. They have used the ports to move everything inwards when working on the equipment so that they don’t have to shutdown the road for that. Also that is why their inftrastructure box is placed behind the guardrail on the highway.

      Fun fact, the biggest one is located at the E40 at the brussels tunnels.
