Bamsemums plushie! Looking for info/when it was made

I’m traveling in Norway right now, my friend (who is Norwegian) and I found this guy in a thrift store and of course I had to have him. my friend explained to me that he’s a candy mascot and that he’s never seen one as a toy before! searching on google and ebay for more information turned up blank, but I’m very curious. also he did get me to try the actual candy after this and I liked it very much 🙂
