      I think that your neighbor might be Ukrainian, because dried fish is a classic staple in Ukrainian stores. I don’t think I’ve ever eaten dried fish in any polish home, and I first saw it during the Ukrainian migration. Besides, as far as I know, in Poland, you’re not allowed to catch fish that small. There are minimum sizes you can catch, and smaller fish must be let free. And I assume this person simply doesn’t know that.
