2 craters, interesting. One from the warhead and the other from the body of the rocket?

I have a question about targeting and how it works and where the “bottlenecks” are. Take this strike for example. I’m curious why it was attacked now after more than four years of war.

      1) Is it because they found out information about it now
      2) Is it because it was newly set up as a military barracks and was not an existing target before
      3) Is it because it was known from the beginning but was never a high enough priority to focus on
      4) Is it because it was known from the beginning but lately had a change in usage that made it more important

Or is it because, more generally, there are simply too many potential targets and not enough ammunition and troops to get around to all these targets even after 4 years? I believe Belgorod has been within range of some sort of weapon for several years now or even from the beginning of the war.

I wonder the same thing about the oil targets. Why this one today and not 6 months ago? Why are some hit several times in a few weeks and others go a year between strikes? (Or at least they did until recently.)

The internet says Tuapse has been within range for over a year but the heavy campaign against it only started a month or two ago. I’m just curious what explains the targeting schedule. (I guess it might be directly or indirectly related to how much of the air defense they have knocked out in the meantime.)

One clearly hit a portion of the building. The video must be of another position.
