Long story short, some asshole threw this Carp in a too shallow pond with no other fish. Needs rescuing.

It’s nice that you care about the carp, but like someone already mentioned, they are very robust animals. I would say that the Commune or ANF won’t see it as an emergency and since it’s a long weekend, they will most likely not be in the office. I would suggest to get in contact with them on Tuesday so that they can take care of it.
