If they have been asked to withdraw their application, I would clearly say no. Let them decline you, no harm in that, besides the the city looking bad. If the person in question withdraws, the city can shift responsibility to the applicant rather than taking it themselves for their actions.

If their application is withdrawn and they still gather without permission, wouldnt that give local authorities to kick them out of the park?
I’m not Muslim and I oppose many facets of Islamic culture. Also, I don’t think Muslims should be allowed to behave in ways that disrupt Japanese society.
HOWEVER, if the city genuinely had rational reasons for not wanting this activity, I think it would have acted 30 years ago, and I would have had absolutely no objection. The timing after 30 years of no issue is what seems very odd to me. It makes me suspect that this may simply be another way of expressing anti-foreigner sentiment to voters amid Japan’s current anti foreigner movement
If that is the case, I am totally against what the city is doing here. I think the applicants should refuse to withdraw their application, let the city formally reject it
Depending on which administration is in power in the US, these things change as the US often pressures allies to align. The US being probably the most Israeli controlled at anytime in its history has a problem with anyone sowing seeds of compassion for Palestinians or highlighting what’s going on in Gaza. So Japan being one of the few allies the US has left is being told to tone down Muslim activities.
This is not to say the Muslim group which has been operating since 1997 was planning on doing anything that would merit this directive. Just to say Muslims have additional targets on their backs at the moment specifically related to the genocide and anti-Israeli sentiments.
Be gone and good riddance. This is the classic Muslim strategy. Ask for an inch, take a mile
