1)You go to the local pd and press charges for animal abuse mentioning your findings and providing good pictures. When this goes to court, you will not be in greece. High chance for the owner to be found innocent.
2)You go to the local pd and ask for a welfare check of these animals and to be informed in written form of the legal owner based on the microchip id they should be equiped with, so you can proceed with other legal actions.
You mention that you will also need a copy of their ΒΑΣ – Βιβλιο Ατυχηματων και Συμβαντων for your lawyer. Υou bluff on the further legal actions part but this forces the pd to perform a wellfare check and to provide you with a chip id which they wont have. This in turn, forces the owner to microchip the dogs and improve their situation because thats how they usually handle it in small redneck societies where everyone knows each other and somehow everyone is related to each other.
Maybe the local animal rescue can help further with the legal actions if you go down this route but dont expect much. We are a 3rd world country and you are tourist so you wont be here to see the whole process go through. Even the answer for the wellface check will take more than 2 weeks to come in your hands if that even happens.
