Hi! I am a new driver here in Finland and I am confused with some parking signs. Do both of these mean I can park here at 9-18 after paying for a fee like for example in EasyPark or ParkMan app? Thanks!

Yes, the only real differerence that the P-sign is accompanied by dedicated parking spots painted on the asphalt, while the “no parking” sign is not.
Also, in both of these you can park freely after 18 and before 9.

The main practical difference is that in P zone you must park on marked spots whereas in the other one there are no street markings for the parking spots.

I am not good with these, but…
First picture: parking allowed. Between 9-18 need to pay, but outside of time it is free.
Second picture: parking prohibited, but allowed between 9-18 with fee.

When in doubt, if you’re somewhere where it’s free parking during certain hours, you can activate ParkMan anyway, it’ll just say €0,00. Just don’t forget to turn it off 😉
That sign is red from top down, and then is quite logical:
1. This is a parking place [the large **P**}
2. Direction of placement of cars in parking places is as indicated by the stylized image (likely also painted on the street, but not always)
3. Payment required during working days **9-18** (9am to 6pm) while other hours for free. That is marked with an image of an old-fashioned parking meter. Hours marked like this in plain white or black mean during working days, (in parenthesis) are Saturdays, and red means Sundays. Note that maximum time can be limited by local general rules such as to 24 hours.
4. however, a parking permit (typically for residents of the area) marked with letter code **C** or **H** the parking is free of payment. (In Finnish “Ei koske”… = “Doesn’t apply”…)
5. And finally: The arrow points where the ticket machine resides.
The second one is parking forbidden 9-18 on weekdays, except on a paid spot. (Other times as the law prescribes)
The first one is a parking lot with diagonal spaces, which requires payment 9-18 on weekdays. Other times free on the diagonal spaces. Always free for certain permits.
In this case they mean the same and are often used in the same area. One says how not to park, the other says where and how to park.
People here talking about parking discs are all wrong or semantically challenged. The icon next to the times is an old fashioned parking meter, I.e. it indicates the need for payment. Please do not confuse people, especially if you have no idea yourself. All unmarked parking I.e. side of the road type parking is by default free for parking 24/7, unless signs state otherwise.
So in the second image, it states parking forbidden unless you pay during the shown times (weekdays), otherwise parking is free.
Do not mix these icons with the ”parkkikiekko” free parking which is time based and requires a disc.
Note also that in public weekday holidays parking is free with this sign
The second one is no parking, except paid parking on working days between 9-18, and no parking/payment rule doesn’t apply if you have parking permit with letter C
I have parked at this exact spot in turku before and i was very confused the first time. There are so many signs
